In reply to your letter 54126/1/46 of 6th August I confirm that, in the case either of a London or a Local loan we shall be prepared to finance the Hong Kong special expenditure temporarily, by means of advances from the Joint Colonial Fund at Bank rate varying, on the security of the appropriate loan Ordinance and the assurance of the Treasury that we shall be allowed to issue a loan in London at any time if we find it necessary to retire the auvances.
